Save to search returns “No records found” for pages and databases

When I search for my pages or databases in the Save to search bar, nothing appears; it just says “No records found.” Did a recent update change the experience to prioritize templated or saved-form options instead? I found the previous flow really useful, where I could search for a destination first and then fill out the relevant form.
